The redesign of Kvaternik Square is part of a process that started in 1980 and had not been completed by the time of its opening for the public in 2008. This is a planned transformation of an entire city district which has not fulfilled its original programmatic goals or integrity of ideas, contained in the designs on which it was based. The relatively long time spent on the changes produced discontinuities in terms of concept and value, and these are plainly visible in the space today. In other words, this is a case of fragments waiting for completion.
